I have used an external hard-drive for a number of years, it's where I keep my documents folder, and I have not had any issues with it until I bought a Dell All-In-One PC Inspiron 3000. The PC may not startup with the hard-drive attached and I may have to take out the USB lead in order to allow to PC to startup, is there any way to overcome this.

Whilst accepting the above (that we can't really give advice on non-PCS builds) the clue in your post is that all was well until you bought a new PC. If it came with Windows pre-installed then it almost certainly uses UEFI secureboot and GPT partitions, your external drive however almost certainly uses (older) MBR partitions and this is most likely what's giving you boot problems. A few web searches should be able to sort this out for you. :)
