Stuttering When Playing Games On My Desktop

I bought a PC Specialist custom PC about half a year ago and it has progressively gotten worse on a particular problem. The problem is that when I play certain modern games I get awful lag and stuttering to the point that it's unplayable at times. Sometimes it occurs as soon as I start playing but usually it develops after a few 'animations' or 'spell effects' eg. an explosion or something occurs in a particular game. It is most noticeable when I play Dota 2. It's not a conventional framerate drop - it's just like a continuous stuttering of the entire system, like the mouse movements will also be stuttery along with everything else. If I restart my computer before I play a game of Dota 2, there is less likely a chance that this will occur. However, if my computer has been on for long, there is more likelihood that the problem will occur. Also, if I'm encountering this problem and I minimise my game to desktop (while it's still running) and then go back into it after about 10 seconds or so sometimes the problem will be gone for a while. The problem only occurs when playing modern games (2012 onwards), old games are fine and everything else is fine too.

My specs are as follows:

Windows 8.1 64 bit
Intel Core i5-4440 3.1Ghz (4CPUs)
16.3GB RAM
NVIDIA GeForce GTX 660 4GB

I have installed the latest drivers and the problem still occurs.

Any help would be greatly appreciated!

Couple of things to try:

When you say you've installed latest drivers, where did you source them?

Download speccy or hwmonitor and monitor your temps when idling and then when gaming. Look at both cpu and gpu and post back with results.
