I am looking for a way for two persons to securely video chat - a site or an app perhaps? We've already tried skype and facetime, but we are not 100% sure that HIPAA will approve of either. Any suggestions?

I had to lock up what HIPAA actually is; Health Insurance Portability and Accountability Act of 1996. It seems to be a US law so I'd seek help from US health care organisations. There must be solutions that meet HIPAA rules?

A friend told me that skype or facetime can't be used in a HIPAA compliant manner. It can't even access the protected health information. In order to have a safe video chat, maybe it should be encrypted and HIPAA compliant ( must meet government standards). I'm not only aware of the lists that could provide solutions and help you meet those guidelines.
