High end rigs don't tend to be too quiet.

Do you need the OC for any particular purpose, or just for having it? The H60 isn't the best cooler, you really want the h80/100 for that but they have a by-product of more noise. We need more info on your usage requirements to give any meaningful advice though

I'd go for something more like this.
