Was wondering if the fans and cooling for the system would be sufficient?

I'm going to be playing triple aaa games and it's a 1440p monitor. I think the 4090 is fine personally. And if I ever want to upgrade monitors in the future the option is there.
I don't mean to be invasive, but a 4090 for playing at resolutions less than 4K with a high refresh rate is essentially a waste of money.
It's not a 1440p card, and future GPU upgrades are unavoidable, so buying an extremely overkill card now makes little sense given that it'll still need to be replaced later on.

I suppose this is what @SpyderTracks and @TonyCarter tried to explain to you. :)

Completely noninvasive. I see where everyone is coming from don't get me wrong but for future proofing and being able to upgrade to 4k monitors in the near future, I'm happy with the current situation and setup.

I found a very nice 4k monitor from AOC for £520. Might be a better option that the 1440p budget option.

You would save a lot of money and build a better platform (as previously mentioned by others).

So I went down to the 4080 super and decided on a 240hz 1440p monitor. I wanted to know where the best spot to put the aio cooler radiator for this? I got an option of top or front?

Top is the usual place to put the AIO cooler...usually only at the front if you've got a small case with tall RAM limiting the top-space.
 
I was also wondering what cl30 means in RAM? I have been told to get cl30 DDR5 6000MHz. I have DDR5 6000MHz but have no idea if the RAM selected is cl30

CL30 is the timings, lower timings are essentially quicker. I don't think PCS supply CL30, it's quite specialist. You'd likely need to source your own RAM if you wanted CL30.

Both the speed and the CAS timings can have an effect on performance, but it's not a linear progression and can depend heavily on the application/game in use...and of course how that app/game utilises any high-speed cache on the CPU.
