The spec I posted above is more or less what I need. I don't game, but am an all round user otherwise. My total comes to about £700 as it stands, but I'd be willing to go a hundred or two higher to minimize any fans. You reckon the COOLERMASTER SILENCIO would be a good muffler?

I'd suggest changing a few points in that spec! Firstly, remove the gpu, it'll just provide more noise! Secondly, CM silencio is pretty good noise wise! Finally, the silver warranty is worth a look ;).

The quietest PC has the GPU with the least power draw I suspect - 7850 is nice. Alternatively, if you want it really quiet, get a pair of noise-cancelling headphones. Bose 15s are ok though the music you listen to sounds Godawful.
