Wildly Fluctuatin CPU Temperatures When CPU Idle, 3950x

My Ryzen 3950x's temperatures are fluctuating from 38C to 60C when the CPU is idle.

This screenshot shows how the CPU has been idle, while the temps have fluctuated.

What is causing this? And how can I stop it?
It is quite annoying as it causes the heatsink fan to keep changing speed.
I have tried turning off PBO, but it has not helped.

Is this a new machine? Wonder if the thermal paste hasnt been applied correctly?

Even though you might think the CPU isn't doing much, it might be doing stuff in the background.

It's a new machine from PCS. I received it yesterday.

The CPU shouldn't be doing anything in the background, as the top chart in the attachment shows that it s idle.

Has it done all of the updates???? Some systems dont seem to settle until these are done. If they are then I would consider giving PCS a ring and ask them about it.

Yes, I let Ubuntu do the updates yesterday. I've just sent them a query. Hopefully this can get resolved without too much hassle.

Thanks for your response, and all the advice you've given. I did some reading overnight, and have a feeling that the behaviour is standard for Ryzen CPUs. So I'll need to try to adjust my fan curve to make it less annoying!

Overall, I was impressed by how tidy the inside of the box looks. And JEROME_JM_MARTIN helped me with some network driver issues on another thread. My only remaining issue with the machine is whether or not I have a bad fan on the heatsink, as it makes a strange rubbing/scratchy noise (I know that's vague, but it's hard to describe). I've emailed support and will see what they say.
