Will the best drivers be installed when my pc I delivered

Will the drivers that are installed when my pc is delivered be the ones that come with windows or the optimum ones from the Manufactured of the part?

You may not get the latest drivers but I wouldn't say they are not optimal. I wouldn't update the bios for instance just gpu drivers.
