Serious question: Will I be able to run GTA V at 1080p and max settings?

you could check benchmarks online for the gtx 980 ti. it seems a bit unbalanced on certain parts, like the hard drive, psu, not a suitable cpu cooler if you wish to overclock, SLI supported motherboard but not a suitable PSU/case....

No.
Totally maxing GTA is beyond any GPU at the moment, if you don't want it to crawl to a slide show in places.
You will be able to run it with mostly very high settings with a 980ti.

Additional Questions: Is the cooler good enough so then in the near, apocalyptic future I will be able to overclock my i5? What is the max Ghz I will be able to get out of it without burning the PC? How much Ghz will I be able to get out of it in a stable form? Is my gaming keyboard and mouse good, or should I get better? Is my Headset good, or should I get better? Are my peripherals good, or should I get better? Should I get the Afterglow Xbox 360 controller, or should I choose to get a Ps3 controller, or a better model Xbox 360 controller? Should I buy the grips? Is the desk good and large enough to hold my PC with the Monitors, Keyboard and mouse and the Xbox Controller?

I will be doing Video Editing, Gaming, Game recording, Animation, Modding ( making mods for games and adding them onto my game) and School study.

Sorry for the questions, I just want to get them all out of the way so I am clear on where my dream stands. I am also sorry for not following the rule of putting only PC Specialist stuff on here, I just don't want to have to jump forum to forum for this.

After adding everything up it equals to: £1542

I don't think adding links for peripherals breaks forum rules but it is better to stick to one thread rather than creating another one for the same build. Same comment as before, looks unbalanced in some places. I would spend more in the monitor, better case , hard drive.
You could get an idea of your other queries online regarding overclocking and checking reviews online regarding peripherals. From previous articles I gather that the i5-4670k is not as easy to overclocking as previous versions and I wouldn't go for anything less than the h80i for overclocking the CPU

The 1st monitor is actually 2ms

I don't think the 2ns will make a difference, my comment is regarding how unbalanced it looks. You are spending more than £500 on the gpu and getting a budget 1920x1080 monitor. You have a standard hdd when you could get an ssd and a caviar black as the secondary drive.

I'd follow Keynes' suggestion and go for at least a H80i for overclocking - however you can always get the H55 at the minute and upgrade if/when you choose to start overclocking. Max overclock (Max Ghz as you asked) will be dependant on too many factors not withstanding your patience and skill.

As for the peripherals, etc. I'd (again follow Keynes' advice and...) do some research to find out if they are what you're looking for. Your desk is likely to be more limited by how much room you have available I'd have thought?

As Keynes said, check online to see what others have managed, though do note just cos one CPU can get a huge overclock does not mean another of the same spec will.

Is the desk good and large enough to hold my PC with the Monitors, Keyboard and mouse and the Xbox Controller?
For this you need to find an app that will allow you to put in some sizes of stuff and place it (I found an app for doing this a while back when I was trying to organise the furniture in my spare bedroom - can't remember what it was called though), or go the old fashioned route and find some graph paper, a pencil, a ruler and some scissors :)

We love you Ukraine
but is there a difference between 60hz an 144hz?

60hz means it's capped at 60fps. 144hz can go up to 144fps, so yep, there's a big difference, but you need the graphics power to be able to make use of 144hz. You would be able to make use of a 144 with a 980ti, would be worth it if you can afford it.

wait why did you put the processor as i5 4690 instead of the 4690k?

4690k is an overclockable chip, but you won't get any performance increase in gaming with an overclock so it's a waste of money really.

Second of all: This gaming PC is built for gaming and my own personal computer, and I am asking whether this is good. I would rather you not talk about the storage I chose, as I would like to not invest in such for reasons of my own. I have chosen Windows 10 as I liked the UI (it finally isn't goddamn tablet like, there is a tablet option however) and it has DX 12 support, as a long term investment.

Third and finally: I like how PCS has finally put controllers so we can order them. However if they could put the DualShock Controllers (I put plural for the DS4 and DS3) and the Xbox 360 controller for people who would rather have them.
