Some more details would be helpful for a start. Can you post your spec from your order page in My Account?
And which fan speed are you referring to, and in what application?
OP PM'd me, so bring the conversation back to this thread:

Can you send a screenshot of where you're seeing 0rpm? Is this while you're gaming or just idle. GPU fans won't spin unless under load (e.g. gaming).
Are the GPU fans spinning when it's reporting zero RPM
That'll tell us if it's hardware or software
My guess is if it is at 99% utilisation but temps of 65W then the fans are indeed spinning and it's just whatever tool your using is not registering it.
What overlay is that on the right?
Try with something like speedfan, does that register RPM on the GPU?
Run the game and look through the side panel at the GPU and see if the fans are spinning, might be easier to do this with panel off and using a torch. That will confirm if it is hardware or a software issue to begin with
