That's true, but I wouldn't expect it to be true in all scenarios. If you're playing with high details in 4K on a 1060, you're going to be GPU-limited no matter what the CPU is. Hopefully it'll be a nice improvement for you: all the best with it.
Absolutely, and you'll probably get a reasonable increase with the 5800X3D (or the 5700X3D). I'm not sure it'll ever be amazing with the 6700 XT in an application as demanding as MSFS in VR, but I would expect at least some improvement.

Don't get the 14900KS. It's an ultra-marginal gain in performance for loads more heat and a decent amount more money. The H150i is the best cooler PCS stocks. It won't keep the 14900K from being thermally limited, but then nothing will.

I'm very confused by this build. It's a budget build (the 6500 XT in particular is a bad card by every metric), but you are spending £200ish on a 10Gb network card and a 1Gb router. That's a really odd combination, as the 10Gb card will run at 1Gb speeds since that's all the router can handle...
So there's some thermal throttling going on. This may or may not be a sign of a problem. It would also be useful to know the CPU frequency (all the cores) and the power consumption.
Given that the PC Is failing under load, load temperatures would be far more useful. Certainly those idle temperatures don't raise any red flags, but I'd still want to make sure that thermal issues aren't the problem.
What are your CPU temperatures? My first thought with that CPU and cooler is that you should see if your CPU is overheating and thermal throttling: if the cooler fails (which can happen) that could account for the behaviour you describe.

I'd save about £400 of your money, and overall get just as good or a faster PC. Otherwise, you have the fastest PC there is, so what can I say? You're not very worried about budget clearly...
