    Update on Issue #4: It appears to only exist when using Firefox. Of course it does! Paint happily accepts the newest thing copied to paste. I am going insane. It appears to now have resolved itself.

    Update I have managed to catch the stutter while Task Manager was open, with some odd results. The GPU usage was at 100% during the stutter (when I hit print screen) but doesn't appear to identify which program is the culprit.
