2GB GTX 560 Ti NVIDIA power supply requirments?

I seem to have hit a brick wall while building a gaming computer to compete with the upcoming MMO's. I decided that the GTX 560 Ti NVIDIA was a great choice of card to use for the budget I had, but there is alot of debait on the internet on the power supply required to run it. People say that it can be run on a good 450W and others say you need a 700W. Nvidia also stated you need a 500W. According to PCspecialist, a 450W is compatable with the card, but now I'm afraid it may be too risky. Does anyone use this card or have any opinions on the subject? I'm trying to keep it as under budget as possible (£700) because I also have College this year. If I choose to go with a higher end power supply, I will have to downgrade the Cpu to an Intel Celeron dual-core G530 is that risky?

If the PCS configurator doesn't complain at you it will be fine, it calculates the max power usage and then adds 20% to be on the safe side

I wouldn't do that.

However you could consider something like this instead, the GPU is slightly worse than the 560Ti but should be perfectly fine for MMO's :

Noting that obviously I don't know what else you would need in terns of keyboard/mouse/keyboard/wireless connection and whether you needed an OS as well (I know some students can get the OS for free, but I dunno, I haven't been a student in a while)
