Advice, ideas welcome please: mid-range video editing

Hi, I would really appreciate advice on this. I need a mid-range video editing workstation. I am trying to spec a quiet running machine (my first priority) and one that will handle mid-range software like Filmora 9 or Pro, and render smoothly on the fly. I generally don't run any other processor hungry programs at the same time. My monitor will be a HP 24f HD 1920x1080 24 inch.

RMx PSU is semi passive (can cool itself without using its fan under many load conditions) and is the quietest model on offer
3800x is not remotely worth it versus 3700x - performance difference is tiny
Define S case handles temps better and is an excellent case
No point to the X570 motherboard, you don't seem to be using its features? So a B450 mobo is fine.
500gb HDD is a bit pointless, 1TB is much better value and performance
Drop the USB card, motherboard has plenty of ports together with the case
Faster RAM can help performance and cost difference is very modest

Just a couple of queries: (1) I thought the Samsung SSD would be preferable as the primary drive, with the HDD for backups. Is this okay, or should it be the other way around? (2) Did you remove the WIRELESS 802.11N card intentionally, because I must have WiFi? Thanks again, David

I did remove it just to show it was a potential economy, but do put it back if you need it!
