Any good Community/Empire Buidling games ?

Hey guys

I really like games such as Tropico and I noticed two games ( anno 2070, not out, and Settlers 7 ) Both of these look amazing to me, would play them more than cod and BF, I know insane!!
Anyway, does anyone on the forum play or know of any games such as these ? I saw that Civ5 but that looks more strategy style.

There was a pretty naff one i used to play for a short while where you build a village, conquer other villages and take over the world - tribalwars gets very boring for me, but seems almost perfect for what you want

I play total war already but I mean a game where you are looking out over the city etc.. Like Tropico 3
