BIOS overclock not showing on CCC

Is that normal? I have overclocked my FX6300 on BIOS to 3.9, which registers on core temp and task manager but CCC is registering 3.6 still in the CPU overdrive tab.
It's like i could do two separate overclocks

Also, the cores are fluctuating in frequency 3.7 - 3.9, assume a power save enabled somewhere? If so, should i just leave it on, its doing it's job?
