For the Power usage just ignore that, it's just letting you know you are overcompensating.... that's fine, you're doing it for the quality, headroom and future potential

hi i am questioning whether i should change the power supply because it would help the budget quite a bit and I was wondering if it would be worth changing the power supply to either 450w or 550w but no ultra-quiet because i don't think the sound will affect me too much and i am not really buying this pc with the mentality of upgrading it within a year and a half

It’s not the sound particularly, although that will be better, you want some headroom for future upgrades, that’s the whole point of a good computer is that you can upgrade it rather than having to buy a whole new one. Plus anything under that is a lower quality PSU, and PSU quality is extremely important for a stable system. It also helps with cooling in the case.
