Cannot Access 'Control Centre'

After reading the instruction manual, which tells me to use Fn + Esc to access the control panel, which does not work, I believe that control centre is not installed on my laptop.

Is there a link that I can download it from here? (windows 10)

Yes, log into your main pcs site and go to the downloads section. Did you order the PC with windows installed?
