CPU Slow Response Times

I am having huge issue when playing COD modern warfare on my system, it started off running ok but I am now getting freezing, lagging and really slow CPU response times even when running on reduced settings and limiting the frame rate to 60fps My systems is:

The GPU response times seem fine, any help is appreciated.
