It's not going to be the best cooler for overclocking, i really wouldn't like to put a figure on it as i have never tried but you will be able to get an overclock if you really wanted to.
If it just for fun then start small and go up nice and slow keeping an eye on the temps as the last thing you want is for any damage to happen.

Make sure before you overclock anything that you do at least a 24hrs Temp test.
Keep an eye on Idle temps and high stress temps of CPU and GPU.
Use different temp monitoring software and get the average of them all. You could get that CPU easily to 4Ghz with no extra voltage but id not do a thing until you are fully comfortable with computer temps. Id not even attempt it if your idle temps now are above 45°C
