Do I need more memory?

My current PC is both slow and noisy so I was considering the below as a replacement to address both these issues.

Main use is office apps and browsing. I do some photo editing and video editing using Adobe Premier elements, but in truth not a huge amount. I don't play games at all.

My questions are
Should I go for 16gb memory rather 8 ?
Do I really this graphics card or should I just go for something cheaper

Any other comments also welcome

Based on your comments above - 8GB of memory is more than enough. 4GB is adequate, 16GB is overkill. :)

Spot on.

The GTS450 is fine, I wouldn't recommend anything more powerful for what you will be using the PC for. If you're working towards a budget then you could downgrade to the likes for the GT430 to save a few ££'s. Everything else looks great!
