Do i need to return my pc

I received my pc 2 days ago, yesterday was the first time turning it on but for some reason it didnt boot up windows 10 it just goes straight to the bios menu I thought all pre built pcs have windows 10 pre installed to it.

Have you checked all connections to storage, gfx cards, memory,

may need to reseat things, mainly to rule out the issue.

unless someone comes up with something, then I would be using the recovery usb stick, even to just see if it’s picked up.

Unscrew the M.2 card locking screw and remove the drive. Tell it what a lovely looking drive it is (they like a bit of flattery) and then replace it, ensuring not to do the locking screw up massively tight.

We've had a couple of builds this year have strange issues like yours that were solved by re-seating the M.2 SSD. Your symptoms suggest the BIOS can't see or read the boot image on your SSD - that's why it's running on and ending up trying a network boot (that fails of course).

Whilst you're in there make sure the RAM cards are fully seated and the graphics card too. Stuff does sometimes come loose in transit unfortunately.

That error means it is trying to boot from network rather than your local disk. If you go into the BIOS, what drives are listed in the Boot Manager section or in the SSD/Hard Drives section?
