Does my new monitor have clouding?

Hi everyone bought an Viewsonix XG2402 monitor and I ran a test where I put a black image on my screen and the black screen shows some slightly brighter blotches like these. Should I return it?

It is not the same monitor I returned the my old post monitor. This is the new one. But I looked a normal viewing angle white blotches bothered me.

It's normal on a cheap panel like that, they'll all be like that.

If it bothers you you need to look at IPS panels.
