Would you recommend any changes, looking to make an all round decent pc with a budget of roughly €1000?

I believe most motherboards come with a LAN built in?
Although, I wouldnt recommend you buy this build...

Whats your uses, what monitor are you pairing it with and where can you save yourself some cash?
Do you have a current system? (Win 10? drives that can be moved over? Peripherals like moouse n stuff?)

You should be warned, 1000 Euros is a VERY tight budget if you are looking at a gaming rig. (So I would drop any "extras" like RGB strips for example...)

This would be my first pc, main uses would be normal home use, bits of college work and perhaps light gaming While also wanting to keep possibilities of upgrading in the future Incase I want to develop it more into a gaming specific pc.
I am open to spending up to €1200

Also looking at this build, would this be a better option, torn between AMD and Intel

AMD is an easy win, Intel are far behind ATM using old architecture in their CPU design, thermal issues, poor multithreading and generally more expensive.

If you are only looking at light gaming and mainly focusing on things like office programs and multimedia then you only need 8GB RAM (but would go with 3600MHz, AMD work much better with faster RAM) Doesnt seem to be an option through PCS though which is odd...
The GPU you've chosen is also meant for a 1080p monitor.... if thats the way you want to go thats fine (and given budget its advisable).
Do you have a monitor already?

If you are going to make a tight budget but try to keep the core upgrade options open, motherboard and PSU (and PS...tight budget means you need to focus where you spend your cash...that means forget the RGB strips and other frills!)

I would look at a 650w (or pref 750w) PSU, the 3600XT is fine with its stock cooler, so you can drop that, would drop the extra case fans (if you find you need more then buy after, and buy decent ones... you dont want cheap and cheerful trust me)
You dont need the extra USB options (the 550 motherboard comes with quite a few already) Drop the RGB strips...and if you are under budget, spend it on a better case.

Also, Win 10 (if you own a copy already, you can transfer the licence)even an old copy of Win 7 or 8.1 can still be upgraded for free to Win 10 and then transferred to the new system (will save you £100).

I have a 1080p monitor already, I have taken your advice on board with regards the strips, extra case fans and cpu cooler.
I have a laptop with a windows 10 license although I intend on still using this on the go, would I have to buy another license for the pc?
