I read this with some interest in the paper this morning.
I figure that either the person making these threats has to be either a) part of a highly organised crime syndicate or b) really f***ing stupid. I'm going with B. Who in their right minds threatens a multi millionaire (?Billionaire?). Its just plain daft and obviously screaming out for retaliation which he will be happy to pay anyone for!

someone with that amount of money making promises to pay £££££ to cause injury to someone is irresponsible. paying someone money for information as to who it is is one thing, to pay to cause an injury is something else.
he's solicitng GBH, not only will the person who caused the injury be prosecuted, but so will bannatyne. all it takes, is some unhinged individual to locate the person responsible, and instead of just breaking arms, go the whole hog and severely injure, or worse still kill whoever it is.
the man is not an idiot, you don't get to where he is in life if you are an idiot, so I'm surprised at him making a remark like this, no matter how serious or tongue-in-cheek the intentions might be.

He already did within a couple of hours as he was advised if it came about that person did get injured then he'd be liable as you've already suggested. But even so, I think he'd be quite happy to find out that the man threatening his daughter somehow got injured and would still be happy to make a discreet payment. I know I would if anyone threatened my family.
I don't think Bannatyne really has to worry about prosecution anyway, he's got access to some of the best lawyers in the world that will just run rings around the case for years to come before it collapses.
