Finding laptop presence ( once TURNED ON )

Is it possible to find out what computer's is turned on around me, radius: few metres ?
Even If that computer have disabled wifi, bluetooth, ethernet drivers. And no ethernet cable connected, usb is not plugged.

Perhaps there is an App, who could scan and find all devices, who is TURNED ON. ( TURNED ON: clicking 'power button' on laptop means it is turned on ( yes it still must show life signals, logo appear on screen, +1 light will flash ), booting operating system is not necessary )

Perhaps there is standalone mechanism who could scan and find all devices, who is TURNED ON.

small example: Device ( I dont know how it is called ) is used to determine where to dig a well. Somehow water presence is detected.
small example: there is stuff who detect wind direction and can find hidden cameras. Their presence is also detected.

I can go to router webpage ( 192.168.8.1 ) and find list of devices, who is TURNED ON around me, or use IP scanner software, I will get same result. ( hovever, listed only these devices, if they are connected to network, I need to find all, even if they are not connected to any network )

Because once laptop is turned on, it may spread radio or some kind of electromgnetic signals, It should leave some kind of trace's.
I.E. if router is plugged, it broadcasting SSID, so it is spreading radio waves. I suspect that motherboard or other laptop component leaving electromagnetic traces by something.
??Once router is plugged, he spreading SSID baloon. LAN card and WiFi card may also leaves some kind of radio baloon??
Even in airplane mode.
