I'm looking to purchase a gaming desktop WITH monitor - My limit is between 400 - 500 minus the Operating system.

With a monitor included you've got almost no chance.

Closest I could get to anything vaguely near your budget (although you could drop the 260x I suppose but even that is not a great GPU):
