Gaming PC Able To Display 4K.

Hey all. Looking to invest in a gaming PC, which will 80% be used to play GTA V in 4k. Will play occasional other games, and also watch BluRays and other video content.
But my main concern is it is able to run GTA V at 4k with decent FPS. I don't have a set budget, as I don't know what I need to spend yet lol.

GTX 1080 SLI would be the answer.

GTX 1070 SLI would be almost £500 cheaper, but would potentially be more prone to dips below 60fps, going by the above.

There are ways to make it cheaper, such as less / cheaper storage, Noctua cooler rather than the H100i etc, and obviously nerfing the GPUs to SLi GTX 1070s. e.g.
