I'm looking at purchasing my first gaming PC for games like Cities: Skyline. Any advice on the below system? Should I be looking at Intel or will Ryzen by sufficient? Many thanks to any advice received.

More than sufficient.

It's hard to find (decent) benchmarks of Cities Skylines, but PCgameshardware.de kindly obliges:

As you can see, the best Intel CPUs outperform the best AMD Ryzen CPUs a bit. But an R5 2600x is only 2-3fps behind an i5 8600k, while a similar system based around an 8600k is ~£100 more: https://www.pcspecialist.co.uk/saved-configurations/intel-z370-pc/KDjYfC0dvx/
And in either case, performance is more than adequate.

So I think you're more than fine with that build.

I would probably suggest a bit better case. The V200 doesn't seem to have the best airflow; the Corsair 460X is a similar sort of case, but a bit better quality and with better airflow, from what I can tell anyway,

If you are gaming at 1080p, especially, you may prefer to drop to the 1660 ti. It still offers very solid performance, but saves you ~£60.

You said around ~£200 for a monitor. For this money, and especially for a strategy game like this, I'd suggest you consider a 1440p 60/75hz monitor, ideally with Freesync.
From PCS's selection, consider the AOC Q3279VWFD8 which is a very solid spec for the price. If that's a bit expensive, consider other 1440p options from other websites with freesync.
