Are you able to see a connecter from the fan to the GPU PCB? If so can you reseat it?
What ever you do, do not unscrew anything on the GPU to gain access.
If you cant my only suggestion is to book it out with PCS.

*edit* I just checked the spec. How old is this pc!!?? I doubt PCS can do anything for a knackered 1050.

Yeh just tried and nothing still dosent spin. Where do I go to contact PCS about it?
And it’s not old it’s only 2 months since i bought it and 1 month since it arrived at my door. So I don’t think it’s oldness related it was a bit of a budget build I hoped to upgrade in the future hence the kinda low end gpu.

Where did you buy it from? The PCS website?

I had no idea they were still using 1050's!!??

Yeh they are was the actually the only Nvidia GPU in stock that wasent terrible and since it was the ti model I decided to choose it instead.
Crazy times you learn something new every day. Well then as I said before if you cant see any obviously loose connecters from the cooler to the PCB I would recommend booking it out.
