GPU keeps bouncing around numbers like 20% to 60% to 0% utilisation, lagging on games it should run

My GPU (an RTX 3060) has had this problem before relitively recently. I fixed it breifly by reinstalling my graphics drivers, yet it persists. No idea why this is happening and what to do about it apart from reinstall my drivers.

That RAM speed jumps out at me as being very slow by today's standards, and I'm not sure the PSU is upto it with your GPU upgrade either. I'm far from an expert though!

Is it an RTX 2060 or 3060? The GPU in your order page is different to the GPU you wrote in the post.

If you want to ensure your GPU is being utilised, you could try going into the NVIDIA Control Panel for the specific games you're having issue with and enabling "Prefer Maximum Performance".

As you mentioned installing new drivers temporarily fixed it, it may be worth using DDU to uninstall your current drivers and trying a different version. In my case, I stuck with December 2022 drivers for 8 months until NVIDIA released a stable drivers for my specific GPU.

If that doesn't help GPU Utilisation, you could check for thermal throttling issues with a hardware monitoring software.

Lastly, as the above poster pointed out, some of your other hardware is potentially not up the task for modern games.
