My son did not get a blue screen of death, he got a red and yellow windows error message, it went off too quick to read the code.
The home screen is on and can be seen but there are what looks like blurred lines of moving data running accross the screen over the top of it,
I tried to add a picture but it says it's too large and I don't know how to modify it

Can you please post the full spec from the order please? That way everyone knows what sort of build we're looking at.

Did you buy Windows with it or did you install your own copy?

Ok, I changed order before I got an updated spec list, so I made some changes before ordering. Which were to a cooler master liquid system, 1 Tera data instead of the 240 and windows 10 home to prof.

Windows 10 Pro is not really needed. Unless you want BitLocker, Viridian , RDC and Business stuff.

would do a full scan with malwarebytes.

Try uninstalling gpu drivers with ddu then reinstalling latest drivers from nvidia:

Done scans, and updates, changed monitor and different cables, reseated geaphics card, deleted it and re downloaded it. Pcspecialist think it may need a new graphics card or its a problem with motherboard?

I would be inclined to agree with them. That picture of your monitor you posted at the top screams hardware fault.
Best way to find out is disable the GPU and use onboard graphics (assuming you have onboard?) see if the fault replicates.

The Ryzen 7 3700X does not have an onboard GPU unfortunately so unless @helhay has another GPU to try this may be a tad tricky :(, but I'd be guessing a hardware fault from the picture as well :(
