Usually there'll be a little usb dongle which you need to plug into the PC to attain the connection.

It's possible you'll need drivers installed also, although usually windows will do that for you.

There should be a USB receiver included with your keyboard and mouse. Plug it into your PC as close to where the KB and mouse will be as possible. Windows should do the rest. Make sure the KB and mouse have batteries in them.

There's probably a manual or user guide that came with them, otherwise there will probably be info on the manufacturer's website.

Bluetooth and wireless aren't the same. Look up the model of your keyboard and mouse and you can get detailed info on the manufacturer's website. The model number will be on the packaging or under the keyboard.
