i7 4790k running at 82c with liquid cooler under stress (1 min)

I have had this PC a year now and have spoke to PC specialist and told them about these temps to which they say "it's normal to run at 80c with liquid cooling"
It is running at default clock and voltages
So is this normal? and if so how the gell do you overclock them?
room temp during 1 mijn test was 18c

You're looking at maximum temps, so the thing isn't running constantly at those temps, you can see the average is way below. I would say that was normal. It will reach max values at times when peaking but quickly reduce back to respectable temps.

If I run a game say GTA it runs this hot after a few mins
May I ask what voltage it should be ran at? im guessing my MOBO is a tad high maybe?

PS my sig is not correct I did get it running but it was not stable under any high use
Any ideas what voltage should be used on stock CPU?

I just played l4d2 a 5-year-old game CPU ran hot at 71-78c with a liquid cooler? after 3 mins of playing/ room temp is around 15c
