identify that USB

I thought it was a powered USB port that was active even on shutdown but those are apparently yellow normally and this one does nothing when i shut off the laptop. See my sig for info on my kit.

I guess your looking to turn this feature on. check the BIOS, check that EUP is turned OFF.

I know in my desktop I can turn it on/off in Ai tweaker on an ASUS board.

Is that some power saving feature then?

Ok all I can see in BIOS is Legacy USB support enable/disable

Do you know what motherboard in in that laptop?

EUP is a power saving feature when turned ON, Failing that can you see anything in the device manager under USB > USB hub > power tab. On my desktop I don't get any options but not sure if that's because of my board, because its a desktop or what.

If you can find out the name of your motherboard by using http://www.piriform.com/speccy then maybe you can google around for more specific answers.

I had a quick look and cant see anything that indicates that board supports powered USB after a shutdown. here is a link to the manual page http://www.clevo.com.tw/en/e-services/download.asp I cant view it as I don't have anything on this computer to open a the .zip files but if you go to that site you will find the manual and it should tell you about it in that if it is even a feature on that board.
