Issue with custom built rig

Hey guys,

I built my pc a few months back and have always had an issue that I am just now getting fed up with.

Whenever I switch my pc on it power cycles twice and shows nothing on the screen and on the third cycle goes to the blue screen with options that include turning off the pc which I do and then I switch it on and it works. Any ideas?!
