Laptop constantly noisy , CPU fan at 35% whatever the power management settings

Hello,
My laptop is a Lafitté pro III, received yesterday
I am really disappointed by the laptop noise. Even in quiet mode, the CPU fan speed is 35%.
I've been to a shop riding a bycicle buying a new HDMI cable today and brought my laptop to try new cable there directly with TV monitor.
All the exposed laptop where really quiet as expected from laptop not doing any cpu intensive task, and I wanted to compare with mine.
I opened my laptop and it was completely quiet, I looked at the control center and fan speed was at 0%.
I was very happy bought a new cable, that works.
But back home, the permanent fan noise came back and is still there, with fan speed at 35%.
I got on the BIOS, but haven't seen any fan speed setting.
Is there anything to do ?
I think I will have to send the laptop back if it's not possible to lower fan speed when nothing cpu intensive is done , it is far too noisy, stresses me and gets me tired.

Hello,
Actually both issues were present at the beginning, it's not a new issue that popped out when I changed the HDMI cable.
I haven't purchased windows with the laptop, but as a matter of fact, I received it with windows 11 Home installed. The activation key was just not entered. I've entered an activation key as I received the laptop.

As you didnt purchase Windows, you cannot just activate the Windows version it comes with as that was just a test version - you will need to do a complete CLEAN install.

Does Windows set the fan speed and or manages it ? I thought it was only a bios setting as I haven't found any Windows utilitary enabling fan speed setting.

Control center manages fans and ties into all other drivers.

Ok, I will do a clean install

How will I get Control center ? Is it going to get installed automatically when doing the clean install ?

Before doing clean install, I'd like to do a full backup of windows on a usb flah drive from which I could restore if clean install fails.
Unfortunately, I don't see how to boot from usb flash drive in BIOS.
It seems this option is lacking from BIOS capabilities or is hidden.
Is there a way to get this laptop to boot from USB drive ?

How will a clean install fail? I'm not sure what you mean?

It's a standard boot menu in any BIOS, what is it that's missing? Can you upload a photo?

I've finally done the windows 11 clean install, there is no pending update or optionnal update. Still, CPU fan speed is at 4000 rpm and no way to lower it in Control center whereas CPU utilization is 1 or 2% and processor temperature is 55%.
Following the advice of one of pcspecialist telephone support guy, I will send it back and go for an elimina laptop. According to him, who was listening to the laptop fan noise, it will definitely be less noisy.

A little feedback since the ClevoFanControl fan control software install : fan control is ok, the laptop is not noisy nor getting hot BUT there is a stability issue as I get more or less a BSOD every 1 to 3 days with POWER_DRIVER_STATE_FAILURE that is probably due to ClevoFanControl relying on ClevoEcInfo dll in order to read and set EC registry for fan speed, ClevoEcInfo being known for this kind of instability.
So finally, you have to choose between a constant noisy laptop, quite unbearable actually, and a quiet laptop that crashes every day more or less. Nothing exciting for a new laptop bought more than 1000 euros !

For instance, setting fan speed to 20% when cpu temp is below 60°C is barely hearable . But I had to turn off memory integrity to install the necessary driver .

Why did you not download control centre from your PCS account?

I thought you were returning it anyway???

I have downloaded Control Centrer, but it doesnt help in any way as the fan curve can not be modified using it and fan speed is set to be 4000 RPM when CPU temp is higher than 45°C.
ClevoFanControl is a 3rd party software that enables to set fan curve with the drawback of regular bsod.I will probably try soon to install linux and see if I can get a fan control software that doesnt make the laptop crash

I've setup linux dual boot which works fine.
There's no fan noise issue using ubuntu 22.04 and no crashes neither, but up to this point the laptop remains in power save mode and I can't get the full performance of it. For instance I get cpu passmark benchmark scores between 13000 and 15000 whereas in performance mode in windows I would get around 21000...

You need to contact PCS and ask them to enquire about a control center update from the manufacturer or possibly a BIOS update.

That's if PCS are able to replicate it on a system they've configured, if not then it points to windows not being configured correctly.

Linux isn't supported, so you have to know how to workaround properly configuring drivers.

Actually I have a few days ago sent an email to a marketing person from clevo, only email I found on the net and haven't received any answer yet, though I am almost sure I won't get any answer from them.
Actually PCS tech guys I've been speaking with didn't seem to be aware of the fan speed of the laptop and nominal speed of it.ow
Concerning linux, up to now, the laptop works ok, except this continuous powersave mode. It's really nice not to hear anymore this bloody fan noise ! Other driver missing in linux up to now concerns keyboar backlight, but in comparison with fan noise, it's not a big deal.
