Loud sound coming from what seems to be the GPU

2 gpu fan failures in a short time I know this is as you say primarily a trouble shooting/advice forum but it does make you wonder if PCS have been supplied with a substandard batch that’s managed to slip through the testing phase

You need to balance that against the total number of units PCS built in the same time frame. Some weeks ago there was a post that indicated the build queue then was 5000 units, even if you assume that it's half that now that they're approaching pre-COVID build times, then those two failures are an extremely minuscule percentage of the total units shipped by PCS and well within the expected failure rate. :)

I have the same problem with the GPU, and i also have the 11 GB 2080 TI. PC's told me they are from Zotac or Palit, i have the Palit Gaming Pro.
Did a little research online and it's something related with the coil.
I received my system 2 weeks ago, since then from a small coil whine now it sounds like someone is scratching on a window with a nail :)
It seems like Zotac or Palit are cutting some corners with cheap builds.
I decided to upgrade to ASUS ROG STRIX 2080 TI since some friends have it and they don't have any problems with it.
I suggest you do the same or look for another viable option within your budget.
ASUS, MSI, EVGA, Gigabyte, those are top 4 where ASUS is above all.
A little pricey but is worth it.

Clearly hear it. Sounds like something Is hitting the fan or the whole fan is bumping somehow. Weird. Sorry to hear about that.
It was the PSU fan in the end. I sent back to PC specialist to be fixed. I got it back but then my graphics card broke, and PC specilist have been messing up the returns process since then

That sucks, sorry to hear that! PCS were actually pretty awesome with my return, they sent me the new GPU and a guide on how to fit it, and it got way better. Still loud but clearly just coil whine which seems to be common in GPU's these days. Covid has made everything a bit difficult to process, give them a chance and I am sure they'll get it sorted for you.
