Mini-PC spec -- advice please

I'm looking to buy a mini-PC (mini because the space available for it is limited).

Intended use: Internet, Access programming and running big Access databases, word processing, large Excel spreadsheets, some basic photo-manipulation, Skype video-calls.

I'd like it to be as quiet as possible and as low power consumption as possible (but the right performance is more important). Any comments on the spec below -- in particular, have I gone over the top with anything and where if anywhere could I pare it back?
