Anything that's 24" and 1080p that you like the look of. PCS have a few choices from around £120 e.g. ASUS VE248HR, or you can check other websites and see if you can swing a 24" monitor you like the look of for less.

Are higher refresh rates worth getting

Personal taste to a degree. If you play shooters and player vs player games, you might fidn it particularly advantageous. Many people find it makes everything feel a lot smoother - even moving the mouse across the desktop.

Most likely will get a 144hz moniter as I do like shooter games.
