What is your total budget?
What monitor do you have? Make/model or resolution/refresh rate would be handy to know.

2x16 will be a better option than 4x8. You probably won't need 32gb unless you're doing very heavy editing though.
Mobo can downgrade to 570 Strix, Crosshair isn't needed for gaming.
Assuming you're reusing a HDD from old PC?
Second m.2 means that you won't have to reinstall your games library if your windows crashes, gets a virus etc and you have to wipe the drive. Luxury but worth it if you can afford.
Would recommend the H115i RGB PRO XT cooler, functionally identical to the H115i Platinum but less RGB that you can't see anyway.

Will not use my old HDD. IF I DO GET A SECOND M.2 drive it will be probably Seagate, do i make that primary or the samsung?

If you're going to be streaming, I would slap a 2tb HDD in there. The VODs and any video edits are going to fill up your storage quickly.
The 980 pro is the fastest SSD PCS have in stock. Downgrade that to 500gb and make it your primary, then get a 1tb for your games library. TBH the PCS m.2 will do you just fine, but if you want the best and have the money for it the 2tb firecuda will be fantastic.

I in the process of ordering a PC, I have selected Fractal Define 7 now I am confused, has anyone had any experience with the Fractal Define 7, are they any good? If you can recommend any other case.

Why do you not want the fractal? What are you looking for that the fractal doesn’t have?
