Mystery Temp folder won't go away

Hi all

I just installed two new HDDs in my five-drive video editing PC and configured them according to Adobe's recommendation. All drives have been renamed apart from C:.

Drive C: has OS and programs.
Drive D: has all my raw footage and Premiere project files on it.
Drive E: is for caches and Pagefile.
Drive F: has rendered previews and exported films.
Drive W: has all non-video documents on it (.doc, .xls and my user profile).

But the system has also created a temp folder on the D: drive, which is filling up with temp files from running various applications: Chrome, a FXSAPIDebugLogFile, jusched.log etc, etc.

Now I really need D: to be just media and projects. I have a dedicated HDD (E) for temporary files. But I cannot delete the folder on D: because I'm told FXSAPIDebugLogFile.txt is open in Explorer and when I delete other temp files, they just come back again, filling up the directory.

Can anybody suggest how to get rid of this temp folder, or have files write to a similar folder on E: instead, please?
