For €1200 you can get a PC worth having that will do a more than decent stab at 1080p 144Hz. It's not all I'd want to recommend, but it's OK.

Honestly wouldn't recommend anything less than what @sck451 put together he's already cut corners as much as he could.

Anything less would greatly reduce the quality of the machine/experience

Only exception would be to order with a GPU entirely and getting one at a later date when funds become available.

As an illustration, here's the absolute 100% bare minimum I could contemplate.

For clarity I do not recommend this PC. It already makes compromises I'm not happy with and will be more limited in the long term than spending a little more would be.
