I just bought a pc and was wandering when it arrives will Windows be installed

Yes, it will be installed with all drivers ready to go. You just need to run all windows updates when you get it to make sure it’s up to date.

When you first boot the new PC you will have to go through the Microsoft Out Of Box Experience (OOBE) where you accept the license terms, set the various data collection switches, set language and region values, setup (or login) userids, etc. etc. Once that is done then run Windows Update as above to install all recent updates.
