Need to Upgrade CPU Cooler?

Hi this is my PC purchased from PCS almost 3 years ago.

Processor (CPU) Intel® Core™i7 Six Core Processor i7-3930K (3.2GHz) 12MB Cache

Motherboard ASUS® P9X79 PRO: INTEL® SOCKET LG2011
Memory (RAM) 16GB SAMSUNG QUAD-DDR3 1333MHz (4 X 4GB)
Graphics Card 1.25GB NVIDIA GEFORCE GTX 570 - 2 DVI, HDMI, DP - 3D Vision Ready

I am trying to use some train simulation software. The requirement for the software is:

• OS: Windows® XP / Vista / 7 / 8
• Processor: Processor: 2.8 GHz Core 2 Duo (3.2 GHz Core 2 Duo recommended), AMD Athlon MP (multiprocessor variant or comparable processors)
• Memory: 2 GB RAM
• Graphics: 512 MB with Pixel Shader 3.0 (AGP PCIe only)
• DirectX®: 9.0c
• Hard Drive: 6 GB HD space
• Sound: Direct X 9.0c compatible

So this should be no problem for my PC?

However this doesn't seem to be the case. Using RealTemp, the i7 core temps increase from about 39-40C at idle to 80C+ even after a few minutes use. I understand the 'safe' temp for this processor is 66-67C?

Not only that but the PSU fan absolutely roars away.

Do I have a cooling issue and do I need to upgrade the CPU fan and PSU?

I possess limited hardware knowledge so apologies in advance.
