Have you got Asus FanXpert installed with AiSuite? If so you can manually adjust the fan settings from there.

Just tried changing it and it seems to of made no difference, i pressed test on cpu fan and it records the same speed at every fan power percentage?

That would suggest that the fan is not plugged into the correct header on the motherboard. If you have a look over the motherboard manual, it should highlight where the fans should go ie cpu fan, chassis 1, chassis 2 etc Just have a look and primarily make sure the CPU fan is on the right header.

Other than the noise will the fans running constantly at 1500 and 1600 have any negative effect on the computer as i dont trust myself to go onto the motherboard haha cant notice noise when have music or a movie on anyway, computer runs at between 30-45C so far and has been put under normal load i would do daily, as if it wont have any negative impacts then may just leave it so i dont mess anything up

No, no negative impact, in fact should cool your system better.
