New Gaming Laptop CPU Question

So after 7-8 years I want to try and gets new laptop (not enough room for a desktop PC) but this time I want to get a proper gaming one that suits my needs and I think I may have found one......

There is one issue though and that's the CPU clock speed, 2.8GHz seems slow for an i7 but I notice it says 3.8GHz Turbo. Forgive my ignorance if this is an easy question (I've been out of the loop in PCs for way too long) but how does the whole turbo speed work? Does it kick in if I'm trying to run a CPU demanding game?

Oh yeah and for some reason changing the keyboard language layout from UK to Italian puts the price below £1100......why is that?

Pretty much that.

I'd suggest holding off until the refresh of the laptop chassis is complete and Intel's 8th Gen CPUs are out. An 8th Gen i5 will likely offer similar or better performance than a 7th Gen i7, probably at a lower price.

I'd ask how long til then but I just found the 8th gen CPUs are already on the market

And it looks like the spec i posted is no longer available on the site
