The 5600X hands down. They're the same TDP and approximately the same multi-core performance, but the 5600X is miles ahead in single-core performance. The 3700X is only value now if it's remarkably cheap.

That's (basically) what TDP means. They share a 65W TDP and will both boost to approximately the same level as each other.
