I recently bought a PC from Maplin that PC specialist put together. The Vulcan Eclipse Intel i5 4690k quad core. It's specs are:
Intel Core i5-4690K (3.5GHz)
• NVIDIA GeForce GTX 970 (4GB)
• 16GB Kingston HyperX RAM
• 1TB (1,000GB) WD Caviar Black HDD for all your storage needs
• Windows 8.1
• 3 Year Manufacturers Warranty

It is using this case
Corsair Graphite 230T

I recently changed it's power supply from a corsair 650w to a XFX Pro Series (850W) Black Edition Power Supply Unit Full Modular 80 Plus Gold

and now when I turn the PC on you hear it try to start up but none of the fans start nor is anything actually powered. Please help

Yes, I did change the corsair to the XFX Pro Series. Had it done by someone who knew what they were doing. It has been working great for the first 20 days. However it is not turning on anymore as I described!

What I understand from what you describes is that you changed from corsair to xfx, what I meant is if you try going back to the corsair psu

Make sure the 8 Pin CPU PSU cable in plugged in fully and make sure the same with the main 24 Pin Cable. Make sure the little catch on the back is fully locked and both are seated fully.
If that fails and you have some electronics experience or maybe get the person you got previously to test the psu you can test it without plugging it into the mother board and test it by using a fan or the likes, Bridging the 24pin connector is gone by joining two of the pin outs together. You need to bridge the green and black cables, or if all cables are same colour then you would bridge pinout 16 (Ps-on) with 17, 18, or 19 (Ground) with a paper clip. See attached picture for example..
