Leave the battery on charge for 24 hours with the laptop switched off. Then unplug the power cord so it's running on battery and turn it on. Disable screensavers, sleep and hibernation so the laptop remains on all the time, and set the battery settings in power options to issue a notification at the low battery level (10%) and to shutdown at the critical battery level (5%). See how long the battery will run the laptop before it shuts down. If it lasts more than about 3 hours it's probably fine.

That will tell you whether your battery is any good and whether it is being charged. It's not unusual for the battery % charge indicator to get out of sync with the actual state of charge of the battery. This fully charge and then run-down process also (usually) synchronises the % charge indicator with the actual battery state, so if you now fully charge it for 24 hours again you should find it reads 100% and it should be fine from then on.

You might also want to take a look at this thread which is very similar to your problem. The solution there was to do as I suggested above to re-calibrate your % remaining indicator.
